Notice is hereby given that sealed proposals will be received by the Steel Rivers COG via PennBid at https://pennbid.bonfirehub.com. Bid Proposals will be received until 10:00 am prevailing time on August 11, 2026. At 10:00 am prevailing time, bids will be publicly opened and read immediately thereafter for the following projects:
1) REBID – CD 51-3.12.8 Sanitary Sewer Point Repairs, CMA, City of Clairton Proposed construction includes the replacement of sanitary sewer, pipe bursting, and cast-in-place pipe lining, manhole replacement, roadway reconstruction, associated E&S, site restoration, and traffic control. Locations: City of Clairton – Saint Clair Avenue across from 10th Street, State Street near the intersection with Shaw Avenue, Walnut Street between 7th and Spruce Way, 636 to 624 Constitution Circle, Walnut Ave between Glenn St and Rainbow Way, Rankin St at Walnut Ave, Connecticut Ave at Ohio Ave, Division Ave between Beech Way and 4th St, and Wylie Ave from Marion Circle to Woodall. 120-day completion.

- CD 51-7.6d – Memory Lane Reconstruction, Liberty Borough. Location: Memory Lane from Liberty Way to Dougherty Lane. Mill 4,550 SY, install binder and wearing courses, 95 keyways; adjust 9 manholes, 6 inlets, and 8 valves; incidentals as directed by municipal engineer. 30-day completion. MANDATORY PRE-BID MEETING THURS, JULY 16, 11:00 AM AT WORK SITE.
- CD 51-7.6e – Birch Alley Reconstruction, Elizabeth Borough. Location: Birch Alley between Walker & Ekin Streets. Mill 1100 SY, install geotextile fabric, 2A mod stone, binder and wearing courses, wedge curb, 2 storm water inlets, pvc pipes to storm sewer & manhole, street restoration, all incidentals as required by municipal engineer. 60-day completion. MANDATORY PRE-BID MEETING THURS, JULY 16, 12:00PM AT WORK SITE.
- Request for Qualifications – Duquesne Community Center Study – 2025-01090-TC – The Steel Rivers Council of Governments (SRCOG) on behalf of the City of Duquesne seeks a qualified firm to conduct a Community Center Study throughout the City of Duquesne, PA with these goals in mind:
- Identify the areas of greatest community need through public outreach and engagement with local non-profit organizations
- Identify possible locations for the community center through a study of city assets
- Assist the City in creating a business plan for operation and maintenance of the community center
- Study costs budget: $100,000
This project is funded by the Green & Healthy Homes Initiative (GHHI) through the EPA Thriving Communities Grant Program. SRCOG is working as the agent for Duquesne and will act as project manager.
